When people keep
breaking behavioral norms or don't complete community tasks,
they need to have "a series of graduated consequences" starting
with meetings to discuss their problem and ending in expulsion.
We hope the latter never happens. If it happens more than once, we would start
wondering what is wrong with the community, and address it from
that point of view, not just blaming the slacker or
rule-breaker. Why would people need to break rules and not do
their share if by following the rules and doing their minuscule
share of labor, they get free food and shelter, health, love,
nature, and a great cultural life?
